I think Bossman probably had more shelf-life as an upper card heel before they turned him. His timeline:
-Summer 1988: debuts and squashes people. -September 1988: attacks Hogan and kicks-off their program. Runs until (basically) April 1989 when it's blown-off on SNME. -March 1989 to July 1989: full-time as a tag teamer in "The Twin Towers". Goes up against Demolition. -July 1989: feud with the debuting Dusty Rhodes begins. Runs until early January 1990. -February 1990: turns face on the Brother Love Show when he gets involved in the Robert/DiBiase feud... claiming a tough sell about he "won't accept a pay-off".
Less than 2 years as a WWF heel. Seems a little surprising for a guy who was a pretty good worker in his role. I don't think he was getting stale, either. I always expected him to feud with Jim Duggan at some point.

I always wanted to see face Big Bossman against heel Sargent Slaughter in sort of a "good cop vs. bad cop/military man" feud. The matches might not have been very good, but it would have been something kind of interesting during Sarge's lousy heel title run.
