I'm about to work on the WWF 1990 senario, and one of my ideas will be to bring Tito Santana & Rick Martel (yes, he IS a Model) to the Intercontinental Title picture, and have THEM feud over the title.

I'd build them up as a face tag-team first. Turn Martel by having him run in for the save to help Santana out during a beatdown. Have them go over whoever the tag-champs are. Then, they defend the belt in a couple of token feuds, building up their run.
The second step in the feud is to have Santana win the Intercontinental title as a face. He and Martel continue defending the tag-straps, with Santana also defending the IC belt on certain nights.
The third step in the feud occurs when Martel and Santana job in a couple non-title tag matches, due to "opponent mis-communication". Eventually, the former tag-team champions challenge Martel and Santana. They win when Martel once again turns heel on Santana.
The fourth and final step is to put Martel and Santana into a feud for the IC Title. Book it from there.
Or at least that's how I'd do it.
Ok.
I guess the next question is what should I do with the title reigns of Hogan & Warrior?
