You touched on the Warrior's rise and how his title reign was a bust. I don't think it was due to a lack of capable heels, though. It was due to the fact that Hogan was still around...and he was fed the top heel in 1990: Earthquake. Hogan-Earthquake killed any momentum for a Warrior reign.
It was stupid booking, too. Earthquake first attacked Warrior in the infamous "Push-up Challenge" with Dino Bravo. It seemed a natural fit to have him be Warrior's first title opponent. Quake was being fed guys like Hercules, Hillbilly Jim and Ronnie Garvin to work his way up, too. But instead, they couldn't pry their lips from Hogan's genitals and gave him Earthquake for most of 1990.
Warrior and Earthquake had a history. Hogan and Earthquake had....an attack on Brother Love. They could've tossed the Warlord, Bad News Brown, Akeem or even Haku in that role and gotten the same response. One of those guys injures Hogan and they've got just as much heat as Earthquake did.
