That shit still cracks me up.

Did that tie the game or give them the win?

Cal was trailing 19-20 when they received the kick. So it won the game for them.
Funny thing is that Stanford had just driven the length of the field to kick the go-ahead field goal. Made the return all the more unbelievable. Oh yeah...guess who Stanford's QB was?
Over the years, whenever Elway and the Broncos would go ahead in the final seconds, someone would quip: "looks like a win..as long as they keep any bands off the field".

Don't forget Jim Marshall's famous backwards run, which is probably second to this.

Elway is remembered for 2 things in collge. Being involved in this game and the awesome win at Ohio State.
EDIT: Also my favorite part of that play is how he just needlessly takes out the poor band member at the end.

Splitting hairs, but that wasn't in college. Vikes vs. Niners, if I remember correctly. Any mention of top football plays (college and pro) would probably have the Bradshaw to Fuqua to Harris Immaculate Reception as #1 or 2.
But if you're looking for simply wacky plays...then yeah, Jim Marshall would be up there. So would Garo Yepremian.

Don't forget Gus Ferrotte taking himself out against the wall in Washington.

I forgot. On one of the NCAA Football games you have to replay that moment. Stanford missed the actually field goal so I was up 19-17 and just ran out the clock to get the win.
