Ok, before we do this here are how the list will be defined:
A list: True icons. This list includes the following: Batman, Superman, Wonder-Woman, Spider-Man, Captain America, Wolverine, Fantastic Four (as a team, individually they are B listers). That's about it for A list characters.
B list: These would be your popular characters that never hit the iconic status. B listers are typically a regular in some book. Green Lantern, the Flash, Cyclops, Hawkeye, etc. fit into this category.
C list: These characters might be seen on a regular basis but might also only appear once or twice a year somewhere. Typically if they see regular time it's on a team book. Captain Britain, Lockheed, Blue Beetle, Freedom Force, Night Thrasher are examples.
D list: These characters aren't seen on a regular basis. Very rarely one might become a minor character in a team book. Typically this character makes an appearance once every few years and it's usually for a giant crossover. They might've also been a one time use character. Paste Pot Pete, Stingray, Widget are examples.

Mine:
Captain Britain: I was a big fan of the first 60 or so issues of Excalibur. I don't know what it is about him but I've always found him amusing. I'm glad to see him back in New Excalibur.
Lockheed: Always been a fan of the little dragon. Whedon gets a lot of points for bringing him back to the X-Men.
Warlock: I've always been sad that he was one of the few characters that death took with. No I don't count the shitty Douglock as getting him back either.
Sinister Syndicate: This team showed up in the late 80s and it was the Beetle, Hydro Man, Rhino, Boomerang and the Speed Demon teaming up together. As individuals they all basically sucked but I liked the idea of a bunch of C and D list villains teaming up.

I'd need to thumb through a few "Marvel Universe" and "Who's Who" issues to make a proper list, but here's a few I can think of:
--I wouldn't list villains, since even the best villains are typically used sporadically.
C-listers:
-Black Lightning. I absolutely dug Black Vulcan as a wee lad
-Ant-Man (Scott Lang). An Avenger for about two years, but I always thought he was a seriously under-used character.
-Hellcat. I can't explain it...I just always thought she was a hottie. Plus, it was funny how Marvel worked their version of Bettie & Veronica into their superhero books. "Cheese n' crackers!"
D-listers:
-Ambush Bug. You used to see his antennae popping out of a crowd scene during a major crossover. Another reason why Infinite CRISIS sucks--no Ambush Bug antennae!
-Son of Satan. They really ruined him when he became "Mephisto Lite" in the Hellstorm series in 1992. A fairly strange character, and he showed alot of promise in the early 80's. When the original Defenders broke up in 1984, his career took a nose-dive.
-Brother Voodoo. One of his powers: he generates his own THEME MUSIC!! As far as I know, no other superhero has EVER done that! One of the first stashes of old comics that I found contained an old Marvel Team-up, with Bro. Voodoo and Spidey. I laughed my ass off.
-Box. I liked the weird/top-heavy giant robot. Even the Madison Jeffries super-transformer version was kinda' neat. Sort'a like Warlock, without the stupid appearance and painful speech patterns.
-Captain Carrot and his Amazing Zoo Crew. Probably the first DC comic that I ever bought. Heavily influenced me. "Crisis on Earth C-Minus" was genius. I was only in 3rd grade, but I got the satire and instantly thought: "oh cool! They're making fun of SuperFriends! Awesome!"
-Blackhawks. The JLU appearances have me intrigued. I don't think the concept's been done well since the early 60's (yes, I'm considering Howard Chaykin's version). A modern re-telling of the WWII fighter pilots would be interesting. Don't make it serious... more like the "Sky Captain" movie.
-Phantom Lady. A complex character with unlimited potential that could... aw, frick it... just wanna' see that amazing costume!

Scott Lang had a stint with the Fantastic Four for about a year too if I remember correctly.

Yeah..around 1993, right? He also was in the 1997-1998 "Heroes for Hire" team. I thought that book coulda' been fun...it was like a 70's throwback in terms of plotting.

Somewhere around there. I remember Thing was wearing the mask because Wolverine cut his face up and Susan was dressing rather slutty at the time. I think Namor and a female skrull were also on the team at the time. And wasn't like Dr. Doom's kid on the team too? Though I think it might've been closer to 95. I think that was going on during the height of the Clone Saga crap.
